Most of what I'm finding is that this is more a miscommunication issue than an actual issue. Stuff I've found (saw this article earlier today and poked around for a bit) seems to think that the chips in question here are actually intended for tablet/low end OEM machines only.

Cliff notes? Intel will only sell their processors permanently attached to a intel branded motherboard.

That would mean desktops will lag one cycle behind with Haswell. Next chip we would see after that would be Sky Lake.

That's actually what I've been seeing, they're going to do Broadwell tablet/OEM only, leave Haswell as the primary desktop chip, while continuing to release higher clocked version of it but not an actual new chip until SL.
Cliff notes: Haswell comes out before Broadwell. Broadwell is replacing Atom, desktop socketed CPUs will stagnate mildly for a cycle (Using Haswell w/ only minor clock updates, no major fab changes) before Sky Lake releases.
