If you would consider used, which on a CPU I hope you would, you can pick up an E8400 for $95-$110. I bought one last month for my uncle's new PC for $100 shipped.
Q6600 is my recommended buy for a quad-core IF you get a G0 stepping chip. The B3 runs extremely hot and has little overclocking ability, but a G0 will pretty much guaranteed hit 3.4ghz with a good cooler and they sell for less than $150 fairly regularly.

EDIT: Not sure how much you care about overclocking, but either stepping of that E8400 will likely get you to 4.0ghz with little effort, many of them do it with less than stock volts. It's a very good chip, but games like SupCom and I assume SupCom2 gain alot from a quad-core. _________________ Failure is just success rounded down.
